摘要
公共行政向公共管理转型是行政管理领域的发展趋势,而公共管理方式的市场化取向是全球公共管理实践的共同特征。本文在介绍了公共管理改革的历史背景的基础上,分析了发达国家公共管理的改革趋向和市场化内涵,提出了建立我国公共管理体制的建议和对策。
