摘要
社会主义市场经济体制的逐步完善,为作为国家加强土地宏观调控工具的土地利用规划提出了新的要求。基于土地利用规划的新认识:其与政治相关,源于经济制度,基于可持续发展,作为一种政策工具,能体现空间规划,以及新形势下土地利用规划所面临的要求。从提高土地利用规划的科学合理性入手,提出了包括土地评价、土地利用变化与经济发展模型方法,土地利用变化与生态环境演变模型分析方法,土地用途管制的法律依据等的土地利用规划方法体系。最后提出加强土地利用规划方法研究的建议。
The gradual improvement of socialist market economic system presents new challenge to the land use planning, an important policy instrument for the state's macro controlling of land. Based on a new understanding of the characteristics of land use planning and the requirement which land use planning faces,this paper puts forward a method system including land evaluation and change of land use, a modeling of land use change and evolvement of ecological environment, and a lawful analysis of land use zoning, along with some proposal for enhancing the study of the methods of land use planning
