摘要
南水北调中线工程是21世纪初动工兴建的一项跨流域调水的特大工程,主要是解决北方地区工农业缺水、城镇供水。汉江丹江口水库为中线工程水源地。通过分析水源地面临的主要问题及新的发展机遇,提出了较科学、合理的对策:借鉴三峡移民的成功经验,走"内安""外迁"并举的开发式安置移民之路;设立水源保护区,将生态环境保护和建设纳入综合治理和建设重点;增强法制建设,加强生态环境保护管理能力的提高;实施工程全面合作,统一协调工程的规划、开发、实施、管理,兼顾各地利益,实现"多赢";国家适当的扶持,确保水源地社会经济可持续发展.
The Middle Route of Chinese South to North Water Transfer Project is a great diversion work of our country which is building in the early period of 21st century, and will solve the shortage of water in agriculture and industry, cities and towns. Danjiangkou Reservoir is the water resource area of the Middle Route Project. The article analyzes the main problem and developing opportunity in water resource area, and to solve these problems, following measures needs to be undertaken, including: according to the successful experiences of the relocation of local people in three-gorges reservoir area, keeping the way of the development migration arrangement of 'resettlement in the area' and 'immigrants';setting up the protection of water resource area, taking ecological environment protection and construction into consideration; enhancing the construction of legal system, strengthening the management ability of the protection of ecological environment; launching the total cooperation of the project, and bringing into line in planning, development, implementation, management, in the meanwhile, thinking over profit everywhere, and realizing ('multi-profit';) with the help of the country policy, promoting the sustainable development of society and economy in the water resource area.
