摘要
构建和谐社会,统筹城乡发展,必须高度关注“三农”问题。“三农”问题的有效解决,必须落脚在农民权利的保护上。当前农民政治权利、经济权利、文化权利的缺位与失衡,凸现了农民权利保护的必要性、紧迫性和严峻性。
The “peasant, countryside and agriculture” problem should be highly concerned in order to construct the harmonious soeiety and integrate the development of the countryside and the city. The effieient solution to the “peasant, countryside and agriculture” problem relies on the protection and rescue of the peasants＇ fights. It is very necessary, imminent and severe to protect and rescue the peasants＇ rights because of the contemporary defieieney and imbalance of peasants＇ politieal rights, economic rights and cultural rights.
