摘要
发达国家积极就业政策的出现与其失业特征及原因有着深刻的联系 ,其主要内容包括调整产业结构 ,创造新的就业机会 ;加强职业培训 ,提高劳动力素质和竞争力 ;改革失业保险制度 ,鼓励再就业 ;加强劳动立法 ,依法保护劳动者就业权利。这些积极就业政策给我国就业政策的选择提供了有益启示。
There are deep relation between the beginning of the positive employment policy of the West and the reason and feature of the unemployment problem. The main content of the positive employment policy is the adjustment of the industrial structure and the supply of the new employment chance; the strength of the job-training and the rising of the ability of the worker; the reform of the unemployment insurance and the encouragement of the re-employment; the stressing of the labor legislation and protecting of the labor right. The Positive Employment Policy of the West gives useful Enlightenment to the beneficial policy of China.
