摘要
近二十年来中国经历了三次大的社会转型,进入了最佳发展时期 但随着"三化"进程的深入,农业发展不稳定、农业生产要素结构性扭曲、农地利用及其制度缺陷等问题日显严峻 制度是促进经济发展的根本性变量,农地制度创新在农地可持续利用中起决定性作用 要解决"三农"问题必须解决其根源问题———现有农地制度与农地可持续利用的结构性矛盾 为此,要创新农地产权制度,确保产权主体在配置农地资源上的核心作用;完善农地流转制度,提高农地规模经营水平;建立农地保障替代机制,强化农地的生态。
In the recent 20 years,China has suffered from its three transformation of social institution before entering its golden developing period.Along with the progress of modernization,some problem come to the surface,including the unstable development of agriculture;productive factor twist;the defect in land utilization as well its system becomes more obvious.Institution being the basic factor to advance the economic development,land system innovation plays a decisive role in sustainable utilization of land.In order to solve the problem of agriculture,rural areas and farmers,we need to focus our attention on fabric contradiction between present land system and landsustainable utilization.To conquer such a problem,we should concentrate on the following items:innovate the land property system;assure that principal part of property plays a core effect in land resource disposition;perfect land circular system;improve levels of scale in management;create land security replacement institution;strengthen the ecological and productive function of land.
