摘要
三江平原属湿润半湿润气候 ,有条件发展“排涝、降渍—蓄水、灌溉”除害兴利水利。应很好引进、消化、吸收外地成功经验和先进技术 ,很好总结吸取本地区以往不足和教训 ,采取以改善水利环境条件为前提 ,以充分利用当地水资源为核心 ,以发展地面上水库为方向 ,注意“降蓄有序” ,才能使三江平原“排降蓄灌”
Sanjiang Plain belongs to moist and semi_moist climate area.It has advantage to develop'draining,decreasing,storing and irrigating'hudraulic measure for chaning demerit to merit.This measure is carried on,some jobs should be done,such as recommending,digesting and admitting successful experiences and advanced technique from other places,summerizing the local default and lessons in the past.Basis on improving hydraulic environment conditions,taking'properly utilizing local water resources' as the center,directed by 'developing underground reservoir'and aiming at 'steeping and storing properly'.These jobs could make'draining,steeping,storing and irrigating'hydraulic measure develop healthily.
