摘要
0~3岁儿童早期发展社区家庭支持是联合国儿童基金会驻华办事处、中华全国妇女联合会共同合作实施的项目.通过对河北、湖北和湖南三省的26个项目点进行综合性评估,结果发现:14个(53.8%)社区中有超过一半的0~3岁幼儿家庭接受了儿童早期发展服务中心提供的服务.相比非项目点,项目点家长认为早期教育很有意义的比例显著更高;参与项目更多的家长,更少采用专制型教养方式,会营造更丰富的家庭学习环境,有更积极的亲子互动,其儿童在早期发展上得分显著更高,在忽视量表上的得分显著更低.该项目在提升父母的家庭教育素养、促进儿童发展的同时,也明显提升了当地社区开展儿童发展家庭支持的工作能力和业务水平,形成了有效的管理模式.本文基于项目评估得出的已有成效,对于推动该模式的持续开展和进一步推广提出了工作建议.
The"0~3 Early Childhood Development(ECD)and Community-based Parenting Support Program"has been jointly planned and implemented by United Nations Children’s Fund(UNICEF)and the All-China Women’s Federation.In a comprehensive evaluation of a samples of 26 communities in Hebei,Hubei and Hunan provinces for the project,the key findings were as follows:(1)More than half(53.8%)of families with children aged 0~3 years in the 14 project-supported communities received services from the ECD center;(2)more parents in project communities than in non-project communities considered early education critical;(3)parents with high project involvement were less likely to adopt authoritarian parenting style,creating a better home learning environment and higher quality parent-child interactions;and(4)children of parents with high project involvement scored higher on Caregiver-Reported Early Development Instruments and lower on the Neglect Scale.The"0~3 Early Childhood Development and Community-based Parenting Support Program"has improved parents’knowledge and skills in parenting,supporting and promoting the development of young children.Meanwhile,it has greatly improved the local community’s ability to carry out ECD services,and created an effective program management model.Based on the evaluation,this paper makes further suggestions with the aim of replicating the project model.
