Academic Evaluation:Fundamentally Oriented Towards Originality

摘要 提升科技原创力是时代召唤,现实学术评价却成掣肘——制度设计的价值取向是“两害相权取其轻”,而非“两利相权取其重”,人情因素的回避和评价效率的追求放在首位,舍本逐末。要根本促进学术发展,学术评价必须首先尊重学术原创性的内在要求,回归人文性,评价主体必须承担起不可推卸、不可替代的引领责任。我们以“评价目的—评价本质—评价主体”为分析逻辑,采用扎根理论研究方式,形成“学术评价向度及其作用机制”理论模型,分析评价目的、主体、方法、标准之间的关系。总之,学术评价要端正评价目的,回归评价本质;要严格挑选评审专家,建立信誉制度和退出机制;要根据学科特性制定评价标准。 While the enhancement of scientific and technological originality is the call of the times,the reality of academic evaluation has become a constraint-the value orientation of the system design is“choosing the lesser of two evils”rather than“choosing the greater of two benefits”,the avoidance of Ren qing and the pursuit of evaluation efficiency are given top priority,and the fundamental is sacrificed.To fundamentally promote academic development,academic evaluation must first respect the intrinsic requirements of academic originality,and retur to the humanities,and the evaluation subject must assume an unshirkable and irreplaceable leading responsibility.In this study,we take“evaluation purpose evaluation essenceevaluation subject”as the logic of analysis,and adopt the grounded theory procedures to form the theoretical model of“academic evaluation dimension and its functioning mechanism”to analyze the relationship between evaluation purpose,subject method and standard.In short,academic evaluation should correct the purpose of evaluation and return to the essence of evaluation;it is necessary to strictly select evaluation experts and establish a credibility system and exit mechanism;and it is necessary to formulate evaluation standards according to the characteristics of disciplines.
