“破五唯”背景下民办本科高校科研成果评价改革策略 被引量:1

Research on the Reform Strategy of Scientific Research Achievement Evaluation in Non-governmental Undergraduate Institutions under the Background of “Breaking the Five Only”

摘要 针对现有科研成果评价体系存在失序错位的问题,国家提出了“破五唯”等多项政策,试图完善科研成果评价体系。文章对5所民办本科高校的科研成果评价政策进行梳理,发现存在评价目标追求科研成果数量和层次指标、评价内容欠丰富且未实现分类评价、评价方法以量化评价为主且评价指标分层不明确、评价周期短、评价主体单一化等问题。这与科研成果评价制度存在功利主义导向、政策制定者和执行者对科研实用化与庸俗化的理解、行政权力对学术权力的僭越、期刊功能错位导致“以刊评文”现象盛行有关。因此,科研成果评价需以科学精神、价值理性为本,构建科研成果评价指标;拓宽参评成果类型,并对参评成果分类评价;量化评价与质性评价相结合;坚持短期评价与长期评价相结合;探索多元主体评价。 As the existing evaluation system of scientific research achievements is dislocated and out of order,the government has put forward a number of policies,including the“Breaking the Five Only”,to try to correct the disorder and dislocation.This paper studies the evaluation policies of scientific research achievements in five non-governmental undergraduate institutions.It is found that there are problems such as the evaluation goal being to pursue the number and level of academic research achievements,the lack of richness in the evaluation contents and the failure to achieve classified evaluation,the main use of quantitative evaluation and the unclear stratification of evaluation indicators,the short evaluation cycle,and the simplification of evaluation subjects.This is related to the utilitarian orientation of the evaluation system,the pragmatic and vulgar understanding of the scientific spirit by policy makers and administrators,the arrogance of administrative power over academic power,and the prevalence of“paper evaluation by journals”caused by the dislocation of journal functions.Therefore,the evaluation of scientific research results needs to establish scientific spirit and value rationality-based evaluation objectives,broaden the types of evaluation results and classify the evaluation results,combine quantitative evaluation with qualitative evaluation,adhere to the combination of short-term and long-term evaluations,and explore multi-subject evaluation.
