摘要构建以继续教育资源建设、公共学习建设、终身教育立交桥、宽进严出学习制度、继续教育学分积累与转化为基本指向的终身教育体系建设指标架构,在此框架内,近十年来,我国终身教育体系建设取得了显著成就,体现在理念落地及体系建设深化、"立交桥"搭建融通多元、资源库建设开放综合便捷、服务供给更具主体性针对性、培训服务系统不断升级优化,但仍存在认知不够明确、支持机制匮乏、落地举措虚化、全域协同无力等问题。为此,应推进理念宣讲和认知普及,健全配套政策和支持机制,依托重点项目和实体平台促进内涵发展、指向服务主体和高质量发展建构协同体系。 Based on the new stage of development,the new concept and the new pattern,the detailed interpretation of the concept of lifelong education and the indicator structure of lifelong education system in China,we comprehensively sort out and systematically summarize the remarkable achievements and difficulties faced by lifelong education system construction in the past ten years by constructing a lifelong education system construction indicator structure including construction of continuing education resources,construction of public learning,overpass of lifelong education,the system of lenient entry and strict exit,and the accumulation and transformation of continuing education credits.Within this framework,in the past ten years,lifelong education system has achieved remarkable results,which are reflected in the implementation of the concept and the deepening of system construction,the construction of"overpasses",the construction of comprehensive and convenient resources,and the more subjective and targeted service provision,The training service system is continuously upgraded and optimized,but there are still problems such as insufficient cognition,lack of support mechanisms,virtualized implementation measures,and weak global coordination.To this end,it is necessary to promote the dissemination of ideas and popularization of cognition,improve supporting policies and support mechanisms,rely on key projects and physical platforms to promote connotative development,and build a coordinated system for service entities and high-quality development.
