摘要 随着教育政策研究的快速发展,教育政策执行问题日益引起人们的重视。研究教育政策执行的内涵、本质及特点是研究教育政策执行的前提和基础。教育政策执行是行为者推进中央政府的行动计划的过程。教育政策执行本质上是实现统治阶级利益和公众利益的双重过程,是实现利益和输入价值思想的过程,是具有较强合理性兼复杂博弈的活动,是管理教育事业的综合性活动,是政治权力实施的活动。教育政策执行具有对外依存度高、对内控制度低、执行过程复杂、重视非强制性方式等特质。 The implementation of education policy has attracted more and more attention with the rapid development of education policy research. Researching the connotation,essence and features of education policy implementation is the basis and premise of researching it. Education policy implementation is a process where the actor carries out the action plans of the central government. It is in essence a process in which both the ruling class and the public obtain the benefits,and interests are reaped and values are input. And it is also a complicated game of activity covered with the cloth of rationality,a comprehensive deed of managing educational cause,and an activity of carrying out political powers. Education policy implementation has such features as highly relying on outside resources,less internal control,complex implementing process,and emphasis on the non-compulsory nature.
