摘要
根据我国经济社会发展的态势 ,我们就应该树立以人为本 ,全面协调质量、数量、结构、效益的高等教育发展观。其主要内容包括 :第一 ,全面协调高等教育的数量和质量的关系 ,防止质量滑坡 ;第二 ,全面协调高等教育的层次结构 ,防止学位贬值 ;第三 ,全面协调学科 (专业 )、校园布局 ,防止资源浪费 ;第四 ,全面协调校、院、系的职权 ,防止滋生“小作坊”;第五 ,以人为本是科学高等教育发展观的出发点和落脚点。
In view of the trend of development in China's economy and society, a humanist and scientific outlook of the development of higher education should be adopted regarding an overall coordination of quality, quantity, structure and efficiency, the essence of which includes a well coordinated relationship between quality and quantity, preventing from a deterioration in quality, a well framed layer structure, preventing from a devaluation in academic degrees, a well laid out areas of learning and school campus, preventing from a waste of resources, a well distributed rights and responsibilities among the university, the school and the department, preventing from the emergence of 'mini workshops', and a scientific and well designed outlook of development of higher education.
