摘要
土地开发整理规划目标在土地开发整理规划中具有十分重要的作用 ,包括总目标与分目标 ,近期目标与长远目标 ,扩大用地面积目标与提高土地生产力水平目标 ,增加农用地目标与增加耕地目标 ,经济目标、生态目标与社会目标等若干方面 ,要从国民经济和社会发展、生态建设和环境保护、土地利用总体规划、土地开发整理潜力与投资能力等方面综合确定土地开发整理规划的目标。
The planning of land development and regulation is the main basis for land development,regulation and recultivation,and is also an important measure for achieving the strategic objective of maintaining the dynamic balance of cultivated lands. A good planning of land development and regulation is of great significance for scientifically guiding the activities of land development and regulation,rational dealing with the projects of land development and regulation,and achieving the land protection objectives. In China,the national,provincial,urban and county plannings of land development and regulation are currently being worked out. The objectives of land development and regulation play an important role in the planning of land development and regulation,which include the macroscopical objectives and sub-objectives,near-future objectives and long-term objectives,objectives of enlarging the area of cultivated lands and of raising the productive level of lands,economic objectives,ecological objectives,social objectives,etc. The objectives of the planning of land development and regulation are determined based on the consideration of the development of national economy and society,ecological regeneration,environmental protection,macroscopical planning of land use,potential of land development and regulation,investment capability,etc.
