摘要
对中美两国高校研发经费的变化、来源、构成和分布进行比较,并以此为基础分析了两国高校科技创新的特点,提出加大高校研发经费投入,合理配置研发经费资源,加强高校基础研究和知识创新,支持西部高校等建议。
It makes the comparative study on the change,sources,structure,and distribution of R&D expenditure between higher education institutions of China and USA. On the bases of the study,characteristics of scientific and technological innovation of higher education institutions between two countries are analyzed. Then,some recommendations are proposed,such as increasing R&D expenditure for higher education institutions,distributing R&D resources more properly,strengthening basic research and knowledge innovation,and investing more R&D funds for universities and colleges located in the western region of China.
