摘要
介绍美、德、日 3国的护理保险开展情况 ,针对我国人口老龄化产生的老年人护理问题 ,提出我国应尽快实施护理保险。借鉴发达国家护理保险开发与实施的成功经验 ,认为我国应依据本国国情 ,构建老年人护理体系时应注意 :①转变养老观念 ;②建立良好的护理服务机构 ;③重视老年学的教育与科学研究 ;④加强护理人员的培训 ;
This article introduces the status of social caring insurance system in America,German and Japan.Aimed at the situation of the aging of the population in China,this article put forwards that it is urgent to develop social caring insurance system in China, so as to solve the problems of long-term care of the elderly.Learning from the experiences of the development and implementation of the social caring insurance system in the developed countries, the author proposes that according to the fact of our country, we should pay attention to the following points in the development of the caring systems for elderly: ①To change the idea of providing care for the elderly;② to establish favorable nursing institutions;③to attach importance to the education and research of gerontology;④ to enhance the training of nurses;⑤and to expedite the establishment of related laws and rules.
