摘要
围绕实现水资源的合理配置和提高水资源开发利用效率,从观念因素、效率因素和环境因素三个方面分析论述了水资源可持续开发利用的主要影响因素及其作用机理,并分别从建立节水型社会、加强水资源管理、保护水环境和建立水资源价值核算体系等方面,提出了促进水资源可持续开发利用的对策。
Water resources sustainable utilization is the important base for sustainable development of social and economic system. The author discussed the unification of (1) water resources reasonable distributing and water resources utilization efficiency improving, (2) environment protected and treated and (3) people's value notion. Based on notion factors, efficiency factors and environment factors analysis, the affecting factors and acting mechanism for sustainable utilization of water resources was studied. Finally, some measures were put forward such as founding a type of paying attention to saving water resources, enhancing water resources management, protecting water environment and setting up water resources value accounting system.
