摘要
水电站将水体中所蕴藏的水能转变为电能,其建设和运营过程中存在一定的温室气体释放,需要量化分析。小型水电站项目的碳核算内容涉及项目建设与运营耗能、水库温室气体排放、发电减排效益、代燃料减排效益、防洪航运产生的衍生效益等多个方面,通过获取不同类型小型水电站的系列数据,借鉴国内外的有关标准及经验,建立一套适合中国国情的小水电碳盘查和碳计量方法,完整地评价小型水电站的减排效益和潜力,精确核算小型水电站项目的碳资产,从而提升社会对水电的环境认同,推动小型水电站项目低碳发展。
Hydropower derived from the energy of falling water is transformed to electricity by hydropower station, which emitted some greenhouse gas during the process of construction and operation. Therefore, it is necessary to analyze quantitatively. The carbon accounting contents in small hydropower project covers several aspects such as energy consumption during project construction and operation, reservoir greenhouse gas emission, power generation emission reduction efficiency, emission reduction efficiency by substituting fuel, and some indirect benefits generated by flood control navigation and the like. Through obtaining series data of small hydropower stations with different types, and learning from domestic and foreign relevant standards and experience, a set of small hydropower carbon checking and carbon measuring methods suitable for Chinese characteristics could be established, thereby completely assessing emission reduction efficiency and potential of small hydropower station, accurately checking the carbon assets of small hydropower station projects, improving the environment recognition of the society on hydropower, and driving the low carbon development of small hydropower station project.
