摘要
项目决策阶段的投资控制对工程造价具有决定性的影响。分析了为提高投资控制质量应注意克服项目决策阶段投资控制的客观性、公正性和科学性的不足;投资估算质量不高;可行性研究中缺乏多种投资方案比选;开展投资控制基础性工作欠缺等问题。结合对典型案例的分析,阐述了通过采取强化投资管理控制措施;加强对主要指标的确定;坚持多方案比选及定量研究等对策,从而做到从源头上有效地控制项目投资的目的。
Investment control has a decisive effect on the cost of a project. It is pointed out that some issues should be considered including the lack of objectivity and equity, low quality of investment estimation, few selectable plans in feasible research, lack of basic work about the investment control. Through analysis of some typical cases, countermeasures to control investment effectively are presented.
