摘要
在全面建设小康社会的历史进程中,体育资源配置的终极目标是促进人的自由全面发展;经济目标是提升人力资源水平;政治目标是振奋民族精神,激发爱国主义热情;文化目标是建设社会主义精神文明。这一目标体系决定了体育资源合理配置必须遵循公平优先,兼顾效率的原则;社会效益优先,兼顾经济效益的原则;政府投入和社会运作相结合原则。
In the historical tenor of building a well off society in all round way, the ultimate goal of sports resource collocation is to improve human being's overall development.The economical goal is to advance the quality of human resources.The political goal is to mobilize national spirit and the enthusiasm of patriotism.The cultural goal is to build the spiritual civilization of socialism. This system of goals decides that the reasonable collocation of the sports resources must obey the following rules: fairness' priority, efficiency, social and economic benefit, government investment and social operation.
