摘要
对R&D活动进行绩效评价是科研管理工作的基础,现在的科研绩效评价方法存在许多不足。平衡计分卡作为一种综合性的、战略性的绩效评价工具,完全可以引入到R&D绩效评价活动中。通过对企业组织中的R&D机构性质分析,本文给出了R&D组织中一般性的平衡计分卡设计方法,最后介绍了平衡计分卡在R&D绩效评价中的应用。
To evaluate the R&D performance is the foundation of scientific research management. The article summarizes some weakness of current evaluating systems. The balanced scorecard is a strategic tool for evaluating performance. It is possible to put balanced scorecard into R&D performance. On the basis of analyzing the R&D organization, the article puts forward a common method to evaluate the R&D performance by using balanced scorecard. Finally the paper presents how to apply balanced scorecard in R&D performance.
