摘要
从剖析珠三角区域协调问题的成因入手,指出导致不协调的根源在于区域经济一体化与行政单元高度分割以及市场机制在一些领域的失灵和政府宏观调控在这些领域的缺失;同时,在概括西方发达国家区域协调发展特点的基础上,总结可供珠三角借鉴的一些经验教训;此外,对珠三角建立区域协调机制的基础进行了分析,提出自上而下的行政管理体制和自下而上的强烈沟通愿望是其优势条件,而将长期存在的行政区经济格局和与港澳协调制度安排的复杂性是其劣势条件;最后,明确了珠三角建立区域协调机制的原则和基本思路,并具体探讨了区域协调机制建立的两种方案和今后完善的方向。
By analyzing the causes of the prob-lems in the regional coordination in Pearl River Delta,this study discovers that the root lies in the conflictbetween the regional economic integration and therigid division of administrative region, market fail-ure in some fields and the absence of macro-controlof the government in these fields. Then, it summa-rizes the experience of coordination of regional de-velopment in developed countries. Thirdly, it pointsout that the advantage of regional coordination inPearl River Delta comes from the controversy oftop-to-down administrative management system anddown-to-up local desire for communication, the dis-advantage of which is the long-existing administra-tive regional economies and the complexity of thecoordination with Hong Kong and Macao. Finally,it suggests some principles for regional coordinationand two alternatives.
