摘要
资本是制约经济增长的重要因素,而西部大开发所面临的根本性问题是资本短缺。分析了民间资本在社会经济发展中的地位和作用,提出了启动民间资本到西部投资的对策和建议。
The capital is an important factor of restricting the economic growt h, and the basic problem faced by the western development is the shortage of the capital. This paper analyzes on the position and function of the non-governmen tal capital in the social and economic development, and puts forward some counte rmeasures and suggestions of enabling the non-governmental capital to be invest ed into the western development.
