摘要
以市场价格作为判断粮食安全的标准,并没有抓住问题的本质。为适应我国粮食发展新阶段,应把保障粮食安全的焦点转移到提高综合生产能力上。自给自足的粮食安全观是行不通的,必须把粮食安全建立在区域间分工贸易基础上。建立粮农收入持续增长的长效机制,是实现粮食安全目标的根本保障。
It is not the essence to judge the standard of food security by market price. In order to adapt to the new phase of food development in China, we should transfer the focus of ensuring food security to the improvement of comprehensive production ability. Since the idea of self-supply food security can no longer do, we must establish the food security on the basis of regional trade division. To realize the target of food security, it is the fundamental guarantee to establish a long-run effective mechanism for farmers to increase their income incessantly.
