摘要
文章分析智力严重低下的病因,主要四个方面,提出我国计生政策的某些缺陷,人为禁止智力严重低下者生育完全符合伦理道德和个人权利选择。应作好宣传工作,并办好使智残者老有所养的福利设施。
On account of the four reasons which cause mental handicap and some demerits of our policies about planned parenthood, to inhibite the Sufferers in mental handicap to fertilize is not only to fit to our traditional ethic principles but to agree with the right from which each one can make a free choice. In addition, the development of the propagated system and the welfare equipments for those who are sterilized are required.
