The pledging of a 'hostage' as an imperial bodyguard by Xinluo to the Tang was an important aspect of the Tang Dynasty's foreign relations with the Xinluo kingdom. This policy accorded with the interests of the both states. Differing factors in the early and late periods led to the change in the character of the role of the Suwei, and the amount of time each would stay at the Tang court also varied. The person of the Suwei played a key role in communicating between the Tang Dynasty and Xinluo, and also made contribution to the exchange of the politics and culture between the two states.
