摘要
党委领导下的校长负责制是经过反复探索与实践而形成的高等学校的根本领导体制,它不仅是党的主张,而且成为国家意志。十多年的实践和探索,已验证了这一体制的正确性和可行性。在新形势下,党委领导下的校长负责制需要改进和完善,其核心就是将这一体制与依法治校"并轨共进",切实解决"党委领导"与"校长负责"的关系,确保学校各项工作的顺利开展。
Principal accountability system under the leadership of the Party committee, a basic leadership system in universities, has taken shape through years of exploration and practice. It is not only the stand of the Party, but also the national will. Over a decade of exploration and practice has proved its correctness and feasibility. Yet it needs improving and perfecting under new circumstances, the key of which is to combine the system with the principle of managing universities affairs according to the law' so as to modulate the relationship between principal accountability' and the leadership of the Party committee' and to ensure the smoothness of all university affairs.
