摘要
实现由管理型政府向服务型政府的转变 ,不仅是现代公共行政改革的趋势 ,而且也是深化行政管理体制改革 ,实现政府职能转变的核心和关键。本文从塑造“以民为本”的政府服务理念 ;确立“有限政府”的政府发展目标 ;坚持“依法行政”的政府服务准则 ;构建“顾客导向”的政府服务模式 ;建立“违法必究”的政府问责机制等方面探讨服务型政府的基本内涵。
Realizing the transition from the managing type government to the serving type government, is not only a trend of the modern public administrative reform, is but also the core and key of deepening the reform of management system of administration, realizing the change of governmental functions. This paper probes into the basic intension of the government of serving type from aspects, such as molding the 'people-oriented' government service concept, establishing the governmental develop goal of 'limited government', insisting on the governmental service criterion of 'administering the state according to law', founding the 'customer-oriented' governmental service pattern and establishing the responsibility mechanism of 'law breakers being prosecuted', etc.
