摘要
体现以人为本、维护社会公平和追求社会民主是公众参与规划的实质。发达资本主义国家在 2 0世纪60年代开始形成公众参与城市规划制度 ,而我国的城市规划决策承袭了计划经济体制下政府包揽社会生活所有方面的传统管理模式 ,急需以法律的方式指导公众参与 ,并大力推进新式社区的建设 。
Embodying humanism,maintaining social justice and pursuing soical democracy are the essence of citizens' participation in city planning which came into being in 1960s in developed countries.City planning of China follows the traditional management system in which government takes on everything.Citizens have to participate effectively in city planning under the guidance of legality so as to promote modern community development.
