摘要
本文认为,地质部门的改革应着眼于解决深层次的体制问题,从宏观上寻求改革的力点。主张以地勘局为单元进行结构调整,并将地勘局由事业管理部门转变为经济实体,形成地勘企业集团。
Reform of the geological departments should focus atten-tion on readjusting the structural system at depth and get to the core ofthe issue macroscopically. The author suggests to take the geologicalexploration bureaus as individual units for restructuring and have themtransformed from administrative organs into economic entities to formenterprise groups of the geological exploration trade.
