摘要
城镇化是我国新时期经济结构调整的主要方面。目前,城镇化过程中农村劳动力转移、乡镇企业聚集与土地问题之间的深层矛盾日益显现,土地征用中的利益失衡现象十分突出。为此,在城镇化过程中建立土地收益权一次性买断机制,执行乡镇企业产权中土地资产的分割制度,改革和完善土地征用制度,加强城镇化过程中农地流转的保障制度建设,成为城镇化改革的主要方向。
Urbanization is the important aspect in the process of economy restructuring in the new era in our country.The profound contradiction between rural labour force shifting,rural industry assembling and rural land problems becomes intense,meanwhile,the situation of unbalanced profit in the land commandeering is becoming more and more sharp.Thus,all of these ways which include establishing mechanism of land income right by off-one-purchase,carrying out land property partition system in rural industry property,reforming and perfecting the land commandeering system,strengthening insurance system construction of rural land property shifting,are becoming main countermeasures for the urbanization reform during the whole process of urbanization.
