摘要
人是生产力中最活跃、最能动的因素。西部大开发最根本的是人力资源的开发。盲目地引进外来人力资源而闲置本土人力资源①,是西部大开发中的一个误区。本文以陕西省为例,从人力资源对经济发展的影响着手,依据西部本土人力资源现状,提出了在有计划地引进外来人才的同时,大力开发西部本土人力资源的政策建议。
Human beings are the most active and dynamic factors in productivity.The fundamental problem of the development of western regions in China is the development of the resource of manpower.It is a misconception to introduce outside manpower blindly but lay aside the native manpower.Taking Shaanxi province as an example,the author analyses the influence of the resource of manpower to the economic development,points out the status Quo of the resource of manpower in the western regions in China and puts forward some suggestions about the policy how to develop native resource of manpower in the western regions while the outside manpower is introduced in a planned way.
