摘要
高校人才安全是国家人才安全的重要组成部分。搞好高校人才安全必须正确认识人才流动与人才安全的关系,处理好人才安全的制度与机制统一问题。人才安全意识落后、人才队伍结构不合理、人才机制不完善和人才竞争加剧是导致高校人才安全问题的主要原因。转变人才观念、加强人才法制建设、创造良好人才创业机制、大力引进海外人才是搞好高校人才安全的重要保障。
Specialized personnel security in colleges and universities is part of national specialized personnel security. It is important to have a right idea on talents exchange, specialized personnel security, regulations and mechanism of talents' security. The problem of talents' security in colleges and universities is resulted from four respects, that is lagging consciousness of talents' security, irrational actuality of talents, faulty mechanism on using talents and talents competition. At last, the paper puts forward some measures, including transforming consciousness of talents' security, enhancing talents legal system, creating preferable conditions and attracting oversea talents, so as to solve the problems effectively.
