摘要
本文回顾了我国近40a洪涝灾害的概况,从中探索引起洪涝灾害的原因,论述了建立防御洪涝灾害综合体制的必要性,及这一体系的特点和组成,最后提出防御洪涝灾害的减灾对策。
This paper reviewed flood disasters of our country in recent forty years, explored the factors which causing the disasters, suggested that it should be necessary to set up a synthetical system against the disasters. The paper also discussed the features and composition and put forward the mitigation coutermeasures against the disasters.
