摘要
自1978年以来的20多年间,东北三省工业总产值在全国所占份额一路下跌,由原来的16.5%下降到9.3%,降幅超过40%,到了区域结构转换的关键时刻。而区域结构转换的最大障碍就是所有制垄断导致体制很难创新。这样,就需要采取有力的措施,加快国有企业改革和非国有经济的发展。
Since 1978,industrial GDP of the three northeastern provinces in GDP keeps decreasing ,from original 16.5% to current 9.3%, descending rating reaching 40.%. It is the crucial moment that the regional structure should be changed .The most obstacle of transition of regional economic structure is the innovation in context of the monopolistic ownership. Therefore ,it's urgent to take the effective measure to accelerate the development of state-owned enterprises reform and non-state owned economy.
