摘要
根据石油工业“稳住东部,开发西部”的战略总方针,在总结我国二十年来管道工业发展经验的基础上,对东部管网的技术改造重点、措施进行了较为详尽的论述。为适应战略重点的转移,对特殊地理条件下的西部管道建设提出具体对策。此外,笔者还就科学决策和人才培养等问题发表了个人看法与希望。
Based on the experience of developing pipeline industry ior twenty years in China, the author has made a detailed exposition ior the main points and the measures of technical reform on existing pipeline system in the east of China, in accordance with the general policy of strategy as ' securing in the east and developing in the west ' for the petroleum industry. In addition, the author has made specific ways to deal witn the construction of western pipeline in special geographical conditions and he has expressed his own points and hopes on such matters as scientific decision and qualified personnel training etc, for the transfer of said strategy.
