摘要
探讨了水资源承载能力的概念、内涵、计算模型及相关的关键问题.从前人提出的各种定义中,剖析水资源承载能力的内涵,认为“水资源承载能力”的定义应该从它的主体和容体间关系入手,考虑水资源承载能力的时间属性、空间属性和“可承载”准则.再从水资源承载能力的内涵剖析影响其大小的主要因素,包括水资源系统本身特性、人类活动能力及意识形态、定义“是否可承载”的目标.基于这些认识,提出一套区域水资源承载能力计算方法,包括“水资源承载程度指标”计算和“水资源承载能力”计算,建立了水资源承载能力判别模型.并提出计算水资源承载能力的几个关键问题.
In this paper, it is discussed which involve the concept, connotation, calculating model and correlative key questions on carrying capacity of water resources. On the basis of those definitions put forward by the preceding writers, the connotation about carrying capacity of water resources is anatomized. So 'carrying capacity of water resources' should be started with the relation between its object and subject by taking time attribute, space attribute and 'carrying capability' rule of 'water resources' into account. Then the key factors influencing 'carrying capacity of water resources' should be anatomized. These key factors include characteristic of water resources system, human activity ability and ideology, and target defining 'whether beyond capability or not'. Based on these cognitions, a method to calculate regional water resource carrying capacity is brought forward including 'the degree index of water resources carrying capability' and 'calculation on carrying capacity of water resources'. The calculating model of 'carrying capacity of water resources' is also established, and a few key questions about ' carrying capacity of water resources' calculation are also raised.
