摘要
针对工程评标中如何选择投标单位问题,通过对工程评标过程进行分析,采用群决策层次分析法,应用改进的二级模糊综合评价方法,建立了评标模型,并给出了确定指标权重的方法.实例表明,该模型的应用可最大限度地减少人为因素,使评标更加合理、准确.
Evaluating tender of project is not only an important part of public bidding,but also a course of multiple criteria group decision making. This process plays a decisive role in selecting public bidding firms. Analyzing evaluating tender systems, the author sets up bidding evaluation model with two-stage fuzzy comprehensive evaluation method and develops a GAHP -based method to calculate criteria weight. At last, this method is applied to evaluate tender on the basis of practical example.
