摘要
一、引言 经济发展与产业结构存在着紧密的联系,产业结构的合理与否对经济发展具有至关重要的影响。一个国家和地区的经济发展水平是和一定的产业结构相对应的,也就是说,不同的产业结构有了不同的经济效益,积极地推动了产业结构向更高阶段演进就能加快经济发展的速度,提高宏观经济效益。因此,制定正确的产业结构政策,规划高速度、高效益的产业结构,就成为经济发展的关键所在。 制定产业结构政策的核心问题是选择带动整个经济起飞的主导产业,通过计划和经济的直接与间接手段,扶持主导产业发展,实现资源的合理配置,最终推动国民经济迅速增长。因此。
The key to make the industrial policy is to select the leading industry, the development of which is to precede all industries. Based on the characteristics of the leading industry, and evaluation target system is given by quantitative analysis method. On the basic of it, at avaluation method of fuzzy pattern recogniti6n to select the leading industry is developed. Furthermore, the leading industry for present stage is analysed opsitively.
