摘要
农村可持续发展下的环境资源产权界定区别于一般的产权界定,具有特殊性。针对我国环境资源产权制度上存在的价格失真、产权虚置、产权流转不灵和监管不力等方面的缺陷,应从产权明晰化入手来建立合理的环境资源产权结构和高效有序的环境资源产权交易市场的制度创新理念,实现由单一的环境资源产权结构向多元化的产权结构转变,实行环境总量控制,建立排污权所有权制度,力求建立合理的环境资源的价格体系,促使环境资源产权交易方式的多样化,建立一套环境资源使用权的交易制度。
There exist some particularities in the definition of property rights to environmental resources on the issue of sustainable Rural Development compared with the general definition of property rights. According the price distortion, emptiness of property rights, circulating ineffectiveness and govenment's supervision slackness in the environment resources, this paper attempts to put forward the institution innovation through establishing a rational structure and an effective orderly trade market of property rights through the perspicuity of property rights, and to realize the shift from the single structure of property rights of environment resources to diversified one in order to control the environmental aggregate supply and demand and set up polluting ownership institution as well as a reasonable price system to promote the diversity of trade modes.
