摘要
在我国全面建设小康社会的新的历史时期 ,全面建设农村小康社会的成败与否将成为我国全面建设小康社会的关键。加快小城镇的建设能有效地改变农民收入徘徊和停滞的局面 ,改变农民的消费方式和投资方式 ,解决更多的农村剩余劳动力 ,集中发展乡镇企业 ,改变农村人口素质低下等种种制约农村发展的因素 ,为我国全面建设农村小康社会奠定坚实的政治、经济、文化基础 。
In the historical course of all sidedly building well off society in China.the success or failure of building well off society in rural areas may become a key.Speeding up construction of small towns may effectively change the stagnated situation in farmers income,change farmers consumptive methods and investing forms,and arrange more surplus labour in rural areas.Therefore we can concentrate energy to develop township enterprises,change low quality of rural population which restricts development in rural areas and establish solid political,economic and cultural foundation for all sidedly building well off society in rural areas and finally finish the historic task of all sidedly building well off society of socialism.
