摘要
详细讨论了美国一百多年来主要水质管理政策法规的发展演变过程,并分析探讨了其重要变化特征。中国的水质管理工作起步较晚,在水质管理政策的制定和实施方面还存在着明显的不足,从美国相关政策的变化中可得到某些启迪和借鉴。
This paper mainly discusses the development of water pollution contro l policy in recent 100 years in the United States.Three different stages of the development are characterized,i.e.,the initial stage,the stage of issuing import ant policies and the stage of renovation,and the main features are summarized.In contrast,the policies in China are imperfect and this affects the improvement o f water quality.The critical problems and the solutions of the related policies in China are proposed based on experiences of USA in this paper.
