摘要
县级经济体制改革处于农村改革与城市改革的两个“热点”之间,是我国经济体制改革的重要组成部分。本文在总结10年来县级经济体制改革的成绩与不足、经验与教训的基础上,指出了今后改革的思路。即:坚持改革与发展相结合,抓住重点(企业改革),联系两头(城市与农村),保持农村优势,发展地方工业,活跃商品流通,逐步建立全面开放、农工结合、城乡通开的自主发展、自我积累、自我约束、良性循环的县级经济新格局。
Economic system reforms at county level are between two“hot po-ints”of rural and urban reforms,are the important parts of China'seconomic system reforms.On the base of summing up achievementsand falts,experienoes and lessons of economic system reforms at coun-ty level in the last decade,the thesis puts forward the thoukhts offorths in the future.They are that we should adhere to the combina-tion of reforms and developments,grasp the important point(enter-prise's reforms),link with the two ends(cifies and countrysides),keep the superiority of agriculture,develop the local induotries andstimulate the ciculation of commodities,gradually set up the neweconomic patterns at county's level with independently development,self-collection,self-binding and good Circle of open in all fields,combination of agriculture and industry,open between the rural andurban.
