摘要
公立高等学校改制不是私有化,而是民营化。民营化是指公立高校在不改变所有制的前提下,通过产权的重新配置实现经营方式的转变。产权多元化、分散化是公立高校实现民营化的重要途径。
The reform of public higher education institution is not towards privatelization but towards socialization. Socialization is the transformation of way of operation by the resetting of ownership under the prerequisite that the ownership of public higher education institution remains unchanged. The multification and scatterlization of ownership is a very important channel of realizing the socialization of public higher education institution.
