摘要
目的 :阐述制定我国国家药物政策的必要性和迫切性 ,并提出一些合理建议。方法 :文献回顾性调研、文献综述。结果 :我国医药行业面临的主要问题是 :医药卫生费用增长过快 ,卫生资源配置不合理 ,基本药物不普及 ,不合理用药现象普遍。结合我国国情目前应重点在法律法规的建立和完善、保障基本药物政策的实施、加强生产流通领域的管理、促进合理用药、加大人力资源开发与管理方面制定国家药物政策。结论 :应制定国家药物政策 ,保证大众用药经济、安全。
Objective: To state the necessity to develop the national drug policy in our country and offer some proposals for formulating the national drug polic y. Methods: Literature was retrospectively studied. Result: A number of probl ems were presented in healthcare and pharmaceutical areas. The steady increase i n costs of drugs, public awareness and utilization of expanded health services l ed to a very significant increase in the budget requirements; the drug supply sy stem suffered increasingly from a lack of qualified and experienced management; irrational drug use was very serious. Therefore, the national drug policy in dru g laws, essential drug supply, and the human resource development should be laid down at present. Conclusion: Some steps should be taken to formulate the nation al drug policy and to ensure the ready and constant availability of high quality and acceptable safety to provide effective essential drugs at an affordable pri ce and rationalize the use of drugs.
