摘要
先进技术是实现现代化必不可缺少的投入品,它的来源不外乎技术引进,或者技术创新。走新型工业化道路,实现经济、社会的可持续健康发展,应处理好技术引进和自主创新的关系。应通过科学的选择,有针对性地引进技术,对消化、吸收后的技术进行创新,最终实现从引进技术为主到自主创新的转变。在技术引进的诸环节中,创新是实现技术引进良性发展的关键环节,也是实现对发达国家技术赶超的关键。
High technology is the necessary input to fulfill modernization, whose resource is either technology import or independent innovation. In order to achieve new industrialization approach as well as maintain social and economic sustainable development, it is important to deal appropriately the relation between technology import and independent innovation. In order to transit from technology import centered to independent innovation centered stage, steps of scientific selection, targeted import and innovation based on digesting and use should be taken. Innovation is the key to benign development of technology import in the midst of various stages, as well as the key to overtake the developed countries.
