摘要
非典突发事件对我国政府公共卫生应急机制提出了严峻的挑战。面对这一挑战 ,我国政府在抗击非典疫情过程中充分地显示了依法行政的信心和决心 ,力图通过颁布、修订行政法规和规章等一系列措施 ,来完善公共卫生应急机制 ,并将政府法治与政府信息公开相结合 ,使政府逐渐远离人治和信息封锁的传统 ,真正体现人民政府为人民的性质。抗击非典取得了相当成效 。
The outbreak of SARS gave a severe challenge to the public health emergency mechanism of our country. In meeting this challenge, our government demonstrated its confidence in and determination of administration according to the law. By issuing and amending administrative regulations, orders and taking a series of measures, our government made great efforts to improve the public health emergency mechanism. By combination of ruling by law and government providing information they succeeded in breaking through the tradition of ruling by man and information blocking, and thus demonstrated the nature of a government of the people. Although we have won the battle against SARS, We find it beneficial to have a reconsideration of the government legislation process.
