摘要
实行学院制改革,推进校院两级管理,是当前深化高校内部管理体制改革带有实质性意义的一种形式,其重点在于明晰分级管理层次,强化目标管理考核,促进管理重心下移,把学院办成办学实体。
Practising the reform of the university-college mamagement system and pushing forward the university-college two -level management are a virtually meaningful form to deepen the reform of internal management system in the institutions of higher learning. The key point is to clearify the management levels, to intensify the examination of the objective management and to promote the tranferring of management focus to the lower level, in order to turn the colleges into school - running entities.
