摘要
20世纪中国公共精神复兴和重建的主体是中国共产党。在复兴和重建过程中,中国共产党正确处理了公共精神指导思想的定位,公共领域的开拓与公共精神的启蒙,公共精神与集体主义精神和公共精神与共同理想等等的关系;并且能够站在探讨执政之基的高度,用"三个代表"的重要思想对公共精神进行新的整合,使公共精神同"主旋律"相互作用,逐渐向公共权力领域渗透,从而为培育公共行政的现代观念,真正实现执政为民提供了强有力的精神支持。
It is the CCP who is the nucleus of rejuvenation and rebuilding of public spirits of China in the 20th century. During this course, the CCP has handled correctly the orientation of guiding ideology of public spirit,development public realm and enlightenment of public spirit,the relationship of public spirit with the spirit of collectivism and common ideal and so on. And standing in the height of probing into the basic of exercising state power, the CCP can put public sirit in new order with the important thought of 'Three Represents', which has being made public spirit interact with 'main melody' and has being penetrated the area of public power, and then has being given strongly moral support for nurturing contemporary concept of public administration and reaching exercising state power for the eople really.
