摘要
土地政策变革或土地制度改革一直是我国农村经济体制改革的核心内容。总体而言,中国农地使用制度政策创新主要有五种类型:家庭承包责任制、两田制、规模经营、“四荒”使用权拍卖、股份合作制。比较几种政策类型的制度取向与绩效差异,可以明确当前中国农地制度政策设计的两大要点在于树立农户对土地使用的预期信念和土地资源合理配置。
The change of farmland policy,or in other words,the reform of land system has always been the key issue of rural economic system reform in our country. Generally speaking,there are mainly five types of innovation in the policy of Chinese farmland usage system:the household contracted responsibility system,the two-field system,the operation of scale management,the auction of Four Sorts of Barren Land tenure,and the shareholding cooperative system. Comparing the system orientation and performance diversity of the five types,we can nail down two key points of the policy design for current farmland system in China: (a) build up farmers' expected belief in farmland usage,and (b) rational allocation of land resources.
